Conduct Of The Membership

Meetings (Time And Place)

A regular meeting will be held on the second Wednesday of each month from 2:00 pm to 4:30 pm.  Votings and nominations will be taken throughout the entire meeting.

All meetings will be scheduled by the President.  The Secretary & Treasurer will schedule meetings in the absence of the President.

Meeting (Conduct)

  • Tobacco (including smokeless) is not to be used in the meeting room.  

  • Alcohol is not to be used in the meeting room.

  • Illegal Drugs are not to be used in the meeting room.

  • If the President feels that a member is intoxicated and/or under the influence of a substance and is disruptive to the meeting, the President will ask the member to leave.

  • Profanity or any type of offensive language will not be tolerated within the meeting.

  • Threatening behavior from one member to another will not be tolerated within the meeting.

  • When a topic is discussed at the meetings, one person will be allowed to speak at a time.

  •  If more than one person speaks, the President will call the disruptive member out of order.

  • If the member continues to be out of order, the President will ask the member to leave.

Local Rules (as voted by the membership)

  • There is a yard claiming penalty in effect.  It is available on the web page and the Yard Local Chairman will possess a copy.

  • The preferred designated legal counsel of the local is the Wettermark Holland & Keith Law Firm.

  • The President can name a member of the month at the regular monthly meetings.  If the President names a “member of the month”, that member will be presented with a $30.00 gift card to a local restaurant.

  • The President may also authorize a gift to a member who has a family member pass away.  The following family members will be included:  Parent, Step Parent, Sibling, Child, or Spouse.

  • All elections will be held at the New Albany, IN post office.

  • All FELA investigators will be limited to a 5 minute speech.

  • All UTU guest speakers will be limited to a 10 minute speech.

Banking Information

  • The Local will always use a “two signature” checking account (per UTU Constitution).

  • The President and Secretary & Treasurer will have full discretion as to where the Local banks.  This is strictly for traveling convenience.

  • The Local will not pay salaries.

  • The Local will pay officers expenses not to exceed $150.00 a month.  The following officers qualify for reimbursement if they accrue expenses:  President, Secretary & Treasurer, Legislative Representative, and all Local Chairmen.  If an officers expense exceeds $150.00 in a month, he/she must bring the extra expense in front of the membership so pay can be authorized by vote.

  • The dues received by the local will be set and divided at the following levels:

  • Local Dues:  $10.75 per member

  • Local Committee Of Adjustment Dues:  $4.00 per member

  • The Local will maintain three (3) Local Committee Of Adjustments.

  • L.C.A. 898 will consist of  all UTU Engineers and LET’s.

  • L.C.A. 898A will consist of all UTU yard employees that work in ground service including RCO operators.

  • L.C.A. 898B will consist of all UTU road employees that work in ground service including RCO operators.

Conduct Of The Membership

The members belong to a closed door organization.  An organization that handles business within the parameters of our meetings.  We handle business nowhere else.  All members are expected to follow this code.  It is imperative to our survival and to our ability to handle business.  If a member is suspected of not following this code (discussing business with non members, discussing business with Carrier Officers, etc…), they will be contacted by the President and reminded of our commitment to adhere to the UTU Constitution and these by laws.  If a member continues to violate either, the President will bring charges against the member and then allow the membership to decide the members fate within this union.

All members will utilize their officers as follows:

  • President (and Vice): will be used only within the meeting place.

  • Secretary & Treasurer: only handles recording minutes, recording of Local history, monthly billing, all tax forms, and payroll deductions (non health care).

  • Trustees:  Only audit annual report.

  • Legislative Representative (and Alternate):  Only handles political and safety issues.

  • Delegate (and Alternate):  Only handles National Convention and International votes.

  •  Local Chairman Engineers (and Vice):  Only handles Engineer and LET time claims, contract enforcement, and grievances.

  • Local Chairman Switchmen (and Vice):  Only handles yard ground employees time claims, contract enforcement, and grievances.

  • Local Chairman Conductors (and Vice):  Only handles road ground employees time claims, contract enforcement, and grievances.
